Taiwan’s 2025 Reform for Foreign Professionals: New Rules on Visa, Work, and Residency

Major Amendment to the “Act for the Recruitment and Employment of Foreign Professionals” in 2025

In August 2025, Taiwan passed major reforms to make it easier for foreign professionals to work, live, and settle in the country.
The goal is clear — turning Taiwan from just a place to work into a place to live.
The new rules benefit both foreign companies and international talent.

🔑 Key Highlights

1. Relaxed Education and Work Requirements

  • Graduates from the world’s top 1,000 universities are exempt from the two-year work experience rule.
  • Foreign students who earn a degree in Taiwan can stay and work without applying for a new work permit.

2. More Flexible Visas and Residency

  • The Digital Nomad Visa is extended to a maximum stay of two years.
  • Time spent studying in Taiwan can count toward permanent residency.
  • Spouses of foreign professionals can work freely without job-type restrictions.

3. Easier Path to Permanent Residency & Social Benefits

  • Professionals earning over TWD 6 million per year may apply for permanent residency after one year.
  • Foreign workers can join labor insurance and pension programs even before obtaining PR status.

4. Digitalized Administrative Process

  • A new “Foreign Talent Service Platform” will unify visa, residency, and work permit procedures online (available in Chinese and English).
